Amid all the UDE/Konami craziness that occured recently, i'm deciding that i'm gonna try to be a judge for my region. are there any links that detail this or explain how to do these?

Lets also consider the fact that i'm the only person in town who regularly keeps up to date on the game. (Also i'm trying to save up for a place to open a game shop. I want locals/regionals O___O wink

Konami is in the process of a judging and tournament system. Until then, no dice.

Sweet. Our level one was never any good anyways. Always last, and I was up to date...

Wait until April, that's the date Konami put out. Also what is it with local judges. I'm a level 1 and yesterday at a tournament my opponent, a level 1 judge who is older than me, said that if you didn't destroy a card with Ryko you didn't mill and of course I said you still did. We gout out Level 2 judge over who alway's listens to David, my opponent, and agreed with him 100% saying he had looked the ruling up not long ago. Luckily I insisted and he checked online with his phone just to prove me wrong and had to apologise and tell David to mill 3 cards.

"Pshaw. It's funny when ze' judge be asking me.. And didn't know colossal fighter vs colossal fighter that the attacker could not be retrieved. Due to the chain and the turn player holds priority in the mandatory effects. Needless to say I one."

If you activate his effect, you have to mill regardless if the target is gone or not. If all he did was just flip the monster you do not mill. If the second one is the case please provide me with your online source.

It is part of the effect. The destruction part is optional, the mill part isn't.

Again source please. I have never been ruled on this at a regionals nor a shonen.

I can confirm the mill part, the actual ruling is that you must send three cards from your deck to the grave regardless of if you destroy a card on the field or not.
The only time you don't mill that has any rulings on it so far is with Dimension Fortress Weapon, in which you can still nuke a card but no mill takes place.
Plus the only official source would have been the upperdeck site with the official rules but that is gone now, leaving ironically Yugioh Wiki as probably the most accurate reference out there.

Ryko, Lightsworn Hunter.
Flip: You can destroy 1 card on the field. Send the top 3 cards of your deck to the graveyard.

Do you see the full stop after the 'You can destroy 1 card on the field.'? That means that it's a seperate effect. If it were part of the same effect then there would be a commer or 'Then send the top 3 ...' but since there isn't then you must mill 3 cards regardless if you destroy a card or not.
Hope that helps explain the reason why.
