it is about a girl who is becoming a weapon but she still loves her boyfriend

I saw both the serie and the Ova. I thought the serie was kind of depressing actually.
The Tv series are about a girl who is recruited by the government to become a weapon in some kind of war (can't really remember it exactly), and how she deals with both that and her boyfriend.
The Ova is about the time she spent in training and the previous weapon that because she was a prototype was falling apart.

Was she raised and created as a "weapon" or was she made? Or a Cyborg?

For what i understood she was already a high school student when the government went to get her to transform her.

They say several times that she is the only one that can make that possible

I would rate it 8/10. The serie is kind of good is just that it is depressing ^^;
