That is a very interresting question as each person has their own concept of beauty. For example, in the anime Jessie thinks that Dustox is much prettier than Beautifly.
Me, well, that is a though question, but I would have to say Rayquaza if I should pick a legendary. And for non-legendaries I would pick Ninetales.

Glaceon has a base Sp. Attack of 130, which means it has a high Sp. Attack stat, and there are the moves Glaceon can learn.

Most of its attacks are Physical and he has a base Attack of 60. A properly EV trained pokemon has a max of 240 Attack, that is WITH a good nature for his attack. His Sp. Attack with a bad Nature and EV trained is still 323. But with a good nature it could be up to 394. So in my opinion...his movepool sucks.
