Well being a new fan I've only seen bits of: TOS. TNG and DS9 so out of those my faverate is Dax but it's unfair to some of the others and I like Data, Spock, and Kirk a lot too I haven't seen enough to make a sure choice

1. Garak (DS9)
2. Data (TNG)
3. Shran (Enterprise)

but I also love Bashir, both Dax's, Vic Fontaine (nobody got his jokes, lol)Q, Picard, The Doctor, Trip, and of course McCoy (dammit Jim!)
