Smartest fantasy creature.
Warewolves, zombies and vampires are right out. Sure, individuals might be book smart, but they have no survival smarts. They grew too sensational. Every human in the world now knows how to kill them. Not smart.
Dragons: it depends on who you ask, which makes me think that their intelligence has been sensationalized. While the intrinsic knowledge of every possible language is highly useful, I don't think that makes them smart. It is simply a useful quirk of genetics, rather like the opposable thumb.
Unicorns: it also depends who you ask. They probably have roughly average intelligence, which people are willing to over state because they are pretty.
Elves: Definitely overstated intelligence. They are racist snobs who have lived long enough to be able to spout their opinions in a cryptic way that makes them sound smarter than they are.
Changelings: sneaky, subtle, can fool most others. Smart? Perhaps, but they can easily be defeated with a well-placed blow to the ego.
I think my money has to be on hobs or brownies. They have escaped detection for ages, and know how to fly low enough under the radar and cause little enough mischief to avoid the anger of others, and therefore have not been hunted.

This is debatable. Zombies, definitely not smart. Mindless undead and all that.
Werewolves unfortunately don't control themselves in their alternate state ((If we're going by classic mythology.)) and therefore also don't count, but not for the reason you state.
As for Vampires weaknesses. Most of the ones commonly stated are in fact not associated with orginal vampires.

The language thing is an interesting comment, but again, depending on our basis for comparison, and what type of dragon we're discussing, intelligent is inferred by existence. Imperial Dragons of Chinese culture are known for their knowledge, ability to remain hidden, and wisdom in applying knowledge.
