This is the protagonist from Persona 4 (given the name Yu Narukami in Persona 4 Arena). Like in the other Persona games, he was silent. Your choices were what decided on what he would "say" when prompted. Persona 4 also had an anime too.
(It was relatively difficult to get the card/katana in the right hands, as they are often confused with each other)
