This is Shinobu Takatsuki from the Junjou Terrorist part of Junjou Romantica. He is a graduating High School student [Starts College in the manga]. Shinobu is the "Uke" meaning he is the "receiver" in the relationship. He is constantly reading about things to cook for Miyagi although he is bad at it. And for some reason the things he cooks are always foods that he hates.
