You may enter with any male dragon who is over 10 months old for a blue, 12 for a brown, and 14 for a bronze; their rider must also be over 18 turns of age. If you don't have an eligible male, or don't want to use a PC for some reason, you are welcome to play an NPC who meets the criteria.
You can play any number of PCs and up to two NPCs, but NPCs can only be used if you use no PCs. but if you use any PCs, you can only use one NPC.
